Lega MEPs Marco Dreosto and Massimo Casanova, vice president and member of the Hunting and Biodiversity Intergroup in the EU, applaud the request for clarification on ISPRA's role.
Here is the joint statement from the MEPs.
We support the request for clarification from the Ministry of Ecological Transition promoted by our Italian colleagues, including our MP Nino Germanà. It is urgent to clarify hunting activity in Italy, which cannot be decided by ISPRA or by TAR rulings.
Each authority should return to its own sphere of competence, leaving the Regions the power to regulate their own hunting calendars, having implemented the European directives for the protection of birds and wild fauna.
For years, in fact, we have witnessed a veritable "overflow" of the role that ISPRA should have, delegated to assist the Regions' activities through the expression of technical advisory opinions (mandatory but not binding), which, over time, have effectively become law in themselves. This distortion of the ratio legis is not only compromising regional hunting seasons throughout Italy, to the detriment of our hunters and the Regions, which are reduced to mere extras in the matter, but which, by failing to adequately take into account the territorial diversity of our country, effectively nullifies the very meaning of regional autonomy that the legislator intended to reserve for individual Regions in drafting their own hunting calendars.
A situation that is no longer tolerable, as well as illegitimate, on which the Ministry should have a clear and definitive say.”
