As is well known, the European Commission has been reviewing the Key Concepts for the various EU Member States for some time now. The Member States were invited to proceed by organizing a "transparent data collection process involving all stakeholders."
Our country is also interested in this process, now in its final stages, and two meetings on this topic were held in the past week.
The first, on Wednesday 17 October, saw a meeting between the Director General of the Ministry of the Environment, Dr. Maria Carmela Giarratano – the liaison with the European Commission – and ISPRA, the national technical institute responsible for the area; representatives of the regional hunting offices; representatives of environmental associations; and institutional and technical representatives of hunting associations.
In addition to national president Gian Luca Dall'Olio, this first working group for Federcaccia included Michele Sorrenti, Daniel Tramontana, and Valter Trocchi, representing the Federation. They also included Emiliano Amore of ANLC.
Dr. Michele Sorrenti presented a report, enriched by numerous slides, aimed at analyzing the ISPRA reports and the data produced by the AAVV, demonstrating that many of the Institute's assessments need to be the subject of careful in-depth analysis.
At the end of the meeting, which lasted several hours, Dr. Giarratano decided to schedule two further meetings: one with the AAVV technicians on Friday, October 19th, and a third, yet to be held, with the regional technicians. The update meeting for all parties is scheduled for Friday, October 26th.
This time, Federcaccia again attended the meeting with ISPRA, led by Sorrenti and Trocchi, accompanied by Professor Baldaccini and Alfonso Lenzoni. They further elaborated and illustrated data, observations on ISPRA documents, international scientific literature, and research conducted to support their request to maintain the January 31 closure date for migratory bird species, as required by current legislation.
The dialogue with ISPRA cannot be considered satisfactory at this time, given that there has been no evaluation of the decades, but only a discussion of the work and observations presented.
ISPRA certainly does not appear very willing to change its orientation.
At the end of the working group, Dr. Eugenio Duprè of the Ministry of the Environment declared that nothing had been decided yet and that the meeting with the Regions had to be awaited.
On the 26th, hunting associations will again have the opportunity to present their assessments. Federcaccia will continue its work to clarify the facts that demonstrate the correctness of the proposals of the AAVV Steering Committee.
